It's Panky from Pink Panther and Sons. I never saw that show but I remember seeing a few episodes of the Pink Panther... Only a little though.
I always wonder in cartoons with children in them, why do they always have shirts that are small? I usually got shirts that were big so I could grow into them but that's just me...
I don't know much about this character but he looks nice.
